The full business case for the Cumbria County Council proposal for a single unitary model for the local government reorganisation of Cumbria. This proposes that all services will be delivered across the county by one authority, eliminating the district and borough council tier of government, ie removing Copeland Borough Council between a top-level Cumbria Unitary authority and town/parish council local level administration.
