HELD ON MONDAY 9 MAY 2022 AT THWAITES VILLAGE HALL,
THE GREEN COMMENCING AT 07.30PM

6/22 It was resolved that the Parish Council meets the conditions under section 8(2) of the
Localism Act 2011 and The Parish Councils (General Power of Competence)
(Prescribed Conditions) Order 2012 and therefore may act under the General Power
of Competence.

A report had been previously circulated and noted.
12/22 PROGRESS REPORTS
12/22.1 Speed Indicators
CC Highways have now included the erection of the speed indicators in their work
schedule but no start date as yet.
12/22.2 Middle Cut
It was reported that local farmers were seeking permission to place gates at each end
of the path to deter vehicle use. The footpath has been repaired by a local farmer.
Clerk to contact access officer for permissions
13/22 PUBLIC PARTICIPATION
Residents present expressed concerns regarding the lack of a footpath from properties
at Rising Hill to The Green. Pedestrians were forced to walk on the road and were
concerned as to the speed and volume of traffic.
Cllr Savage responded that this had been identified in the Community Plan and
discussed with CCC Highways. The Installation of the speed indicators may help with
traffic speeds.
It was suggested that the number of pedestrian journeys be measured to provide
evidence of usage.
14/22 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS

15/22 APPLICATIONS FOR DEVELOPMENT:
15/22.1 To examine applications for development and submit observations to
the Planning Authority

15/22.2 To ratify the observations submitted by the Clerk under devolved
powers since the last meeting.

It was resolved that the council fulfilled all requirements to submit a Certificate

17/22 PARISH MATTERS
17/22.1 Community Plan
a) Woodland Management
Deferred to the next meeting
b) Footpath Rising Hill to The Green
The Road Safety Group to raise the issue of lack of a safe footpath for residents
with the CCC Highways. A meeting to be arranged. It was suggested that a survey
of footfall be undertaken.
c) Website
Cllr Savage to take over the Facebook admin and receive instruction on updating
the website.
17/22.2 Parish Projects
a) Bus Shelters
Cllr Lockwood reported that the cost of completing the works was approx. £500.
The Hill needs finishing. Acknowledgment of work by contractor.
b) Notice Boards
Clerk reported that these were in production
c) Telephone Box repairs
The Clerk reported that an insurance claim had been submitted and that the
insurance value of the box had been increased.
d) Additional Grass Cutting
Declined
17/22.3 Policies, Procedures and Consultations
a) South Copeland Community Partnership - GDF
Cllr Carrington gave feedback from the last meeting which was centred on
communication strategy and monitoring. There was to be a teams meeting with a
Canadian Team who were further on in the process.
b) Copeland Local Plan
Cllr Savage had raised the lack of response with the District Councillor and the
newly elected Cumberland representative.

An email had been received from a resident with regards to Broadband issues
20/22 COUNCILLOR MATTERS
Cllr Nugent reported that the trees on top of the Lime Kiln would be removed
at the end of the season by a contractor. The seat at Annaside had been
painted.
Cllr Nugent requested a monitoring sheet for the play park
Cllr Savage asked the Clerk to send a letter of condolence to Cty Cllr Hitchen
Cllr Savage reminded everyone about the Annual Parish Meeting on 17 May
2022
