MINUTES OF THE ANNUAL GENERAL PARISH COUNCIL MEETING
HELD ON
THURSDAY 6th MAY 2021 VIA VIDEO CONFERENCE CALL
COMMENCING AT 07.30PM
PRESENT: Cllr D Savage, Cllr B Wright, Cllr J Gray, Cllr I Lockwood, Cllr A Nugent , Cllr M Kitchingman, Cllr C Carrington, Cllr P Murray, Cllr A Calsy and Cllr N Gamble
1/21 ELECTION OF OFFICERS. Cllrs Savage and Lockwood stood down.
Nomination for Chairman – Cllr D Savage Proposed by Cllr Nugent, Seconded by Cllr Calsy. There being no other candidates, Cllr Savage was duly elected.
Nomination for Vice Chair – Cllr I Lockwood. Proposed by Cllr Gamble, Seconded by Cllr Carrington.
Cllr N Gamble – proposed by Cllr A Nugent. Cllr Gamble declined to be nominated There being no other candidates, Cllr Lockwood was duly elected.

4/21 Minutes of Annual General Meeting 13th May 2019
The Minutes of the Annual General Meeting held on 13th May 2019 were approved and will be signed by the Chair at the first face to face meeting. Proposed by Cllr Lockwood, seconded by Cllr Nugent.
5/21 It was resolved that the Parish Council meets the conditions under section 8(2) of the Localism Act 2011 and The Parish Councils (General Power of Competence) (Prescribed Conditions) Order 2012 and therefore may act under the General Power of Competence.

6/21 APPOINTMENT OF MEMBERS TO SERVE ON OUTSIDE BODIES
To appoint members of the Council to serve on the following outside bodies:

The Annual General Meeting closed at 1938pm and the normal meeting resumed

A report had been previously circulated.
11/21 PROGRESS REPORTS 11/21.1 Hodgson Terrace
The Clerk to do a leaflet drop through the resident’s doors to obtain their views on the removal of the light and the cost to replace it. It was felt that the light was part of the road safety management and concerns raised as to the increasing loss of street light provision in the Parish.

13/21 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS
None received
14/21 APPLICATIONS FOR DEVELOPMENT:
14/21.1 To examine applications for development and submit observations to the Planning Authority
4/21/2191 Brockwood Hall, Whicham
Various tree works on trees protected by tree preservation orders.
This was delegated to the planning sub group and this approach was supported.
14/21.2 To ratify the observations submitted by the Clerk under devolved powers since the last meeting.

14/21.3 To note the decisions of the statutory planning authority with regards to recent applications

15/21.3 To receive and note the bank reconciliation statements dated 30 March 2021
The bank reconciliation had been completed by the Clerk and has been presented to Internal Auditor for approval as part of the year end accounts
15/21.4 To consider the Budget Comparison Report as at 30 April 2021 and determine action need to address deviations from the budget.
No actions required
15/19.5 To authorise a budget for the Safer Cycling Events
It was resolved that a budget of £924 be approved for the Safer Cycling Events. Cllr Gamble gave an overview of the event which is to take place 10/11 July 2021` and is to apply for funding from CGP Trust Fund.

16/21 PARISH MATTERS 16/21.1 Community Plan
a)Heritage Trail
Cllr Calsy reported that progress was being made on the leaflet
b)Road Safety Issues
Cllr Savage reported that were awaiting the outcome of the CRASH Committee decision re the speeding devices. Ghyll Scaur Quarry S106 fund had allocated a £6k budget for the purchase of the devices.
Cllr Gamble raised concerns regarding the safety of the barn at The Oaks traffic lights. Clerk to contact Building Control at CBC expressing concerns.
c)Middle Cut
Possible that some S106 monies could be used on this project as well as monies from CBC Environmental Fund. A meeting of Ghyll Scaur Quarry Liaison Group to be held on 10 May 2021. Work to commence on Hall bank Layby by end of month to improve sight lines and reduce fly tipping/
d)Build Back Better
Cllrs Savage and Nugent to join meeting with Trudy Harrison MP and will report back at the next meeting.
e)Play Park Opening Event
It is proposed to hold the event before the end of the summer term.
16/21.2 Parish Projects
a)Bus Shelters
Cllr Gray reported that there had been good progress. Work on The Hill bus shelter to commence 2nd week of May. The Green one would commence after this.
b)Hill Brow
Cllr Gray submitted a proposal for the works on Hill Brow trees. Proposed by Cllr Carrington and Seconded by Cllr Calsy to accept the proposal. Cllr Gray to contact the nominated contractor and arrange for the works to be completed as per the specification.
Cllr Savage reported that a complaint had been received about a memorial constructed on the common land of Hill Brow. Due diligence had been undertaken to establish the facts and legal advice had been sought. A letter to be sent to owners.
c)Seats Around the Parish
Cllr Nugent was in contact with Marmax to obtain recycled plastic slats to repair some of the benches. This was seen as more cost effective approach than replacing the complete seats.

d)Notice Board
This had been damaged by unknown means. It was proposed to relocate it
within the newly refurbished bus shelter.

a)Rural Broadband – NALC Consultation
Cllr Gamble to formulate a response to this consultation
b)GDF Feedback
Cllr Gamble gave feedback on the latest information. Discussions had taken place with representatives of CALC who are representing all PC’s.

19/21 COUNCILLOR MATTERS
∙Cllr Gamble enquired if the Clerk had received any confirmation details re change of contact from Ordnance Survey. The Clerk replied negative.
∙Concerns had been raised by the notice placed in The Hill re a proposed traveller’s site on land. Awaiting further information
