The minutes of 9 May 2022 were amended as follows 20/22 Councillor matters, 1st item 1st sentence “remove words “by a contractor” Minutes approved and were signed by the Chair with this amendment.

A report had been previously circulated and noted. Concerns were raised as to the lack of relevancy of the report to the parish and the loss of contact with the PCSO not attending the Parish Council meetings occasionally. Clerk to express concerns to PS McDonald, Rural policing.

Cllr Lockwood reported that the police had been present talking to drivers using Middle Cut. Information from Pathways Officer that a gate could be installed for animal movements. Investigate re-designating Middle Cut to a “Restrictive Bridleway” but would require landowners permission.
Cty Cllr Hitchen to ask CCC Highways and the Pathways Officer for a solution which could be used as a template for other potential routes

Cllr Savage gave an overview of the problem, how local residents felt unsafe. After discussion it was resolved to pursue the installation of a “Permissive Footpath”. Clerk to check Land Registry for ownership

B.Cllr McGrath reported that there were Recycling Roadshows this month. Next one
22 June 2022, Tin Chapel, Millom. Going to 2 bins 1 general waste, 1 mixed recycling
Concerns raised re narrow access roads with The Hill and potential size of vehicle. Cllr A Pratt to be invited to the July meeting to discuss concerns how the new system would work in a rural setting.

The issue of builders rubble/materials on land in The Hill was raised. This is private land and the Parish Council has no authority to deal with it.
Cllr Lockwood reported that 1 more visit is required to The Hill to complete the project.

Cllr Savage reported that a virtual meeting had been held with a project in Canada. Lessons learnt from the conversation. This was a community led project with access to independent advisers. Project been in place 12 years and has yet to conduct a test of public support.
This provides the Partnership a better understanding of the timescales for such a nationally significant project.
Cllr Savage reported the outstanding issues – acknowledgement of LDNP extension is to be included in the document pack.
Thwaites village because of a school and church within its boundary is designated as a Village within the Local Plan. This has the potential for future building targets to be set aside for Thwaites. It was recommended that the Parish Council purse this issue and ask to be heard at a future planning inspector . meeting. Representation to Planning Inspector to put forward the case that this anomaly needs to be addressed

There are 3 vacancies to be filled by co-option.
Matters raised – speed limit Dunningwell, request for a “caution horses crossing” sign junction of Dunningwell Road and A5093, Request for traffic data undertaken on Dunningwell Road. These to the be added to the next agenda for action.
Cllr Savage reported that a request had been received to the South Copeland Partnership to support a Development/Tourist Officer for South Copeland – this will be reported back to the next PC meeting.
