The minutes of the meeting held on 3 July 2023 were approved and signed by the

Circulated.
58/23 Progress Report
58/23.1 Road Repairs The Hill
Completed. The Chair had received a letter of thanks from the Committee of the Hill

Village Hall.
58/23.2 Solar Lights
Completed. Cllr Pogrel reported that there had been positive feedback from the

community. One light needed a slight adjustment. Cllr Pogrel to give feedback back
to the company.

58/23.3 Footpath from Rising Hill to The Green
Awaiting top layer and drop kerb to be installed. Positive feedback from local

residents.

59/23 PUBLIC PARTICIPATION
The member of public put forward a suggestion of using the old recycling boxes as

raised beds in the play park. Councillors did not approve of this suggestion and
suggested that the member of public approach the school and Thwaites Village Hall
for alternative sites.

60/23 Unitary Councillor Report
Cllr Pratt gave the following report:

Survey distributed to gain feedback on the proposed 5 common themes
Highways projects
Corney Fell road closed and 3 options are being considered for the bridge
Dunningwell Hall – complaint has been lodged that the Highways was a desk top
study and not a physical investigation. Now with Head of Planning. Clerk to locate
original planning application for the gateway and send to Cllr Carrington.
Fibrous undertaking works in the area.
Green Doctors scheme giving independent advice on energy bills etc
Foor and Finance Committee to tackle rural depravation/isolation. Council to
encourage people to apply
CALC are to change to Non-profit CIC and membership fee to increase by 5%

63/23.1 Community Plan

a) Millom Rock Park
A document had been produced identifying areas of concern. To be raised at the
next Ghyll Scaur Quarry Liaison meeting in October. Potential small project -
seating.

b) Parish Seats
Seat purchased and currently stored at the Clerk’s. Contractor required to fit.

c) Review and Update the Community Plan
To be placed on the October Agenda for review and plan

d) Review spends of £356.11 balance of Cafs donation for cycle event.
Cllr Calsy confirmed that the monies could only be spent of a Community Event

a) Cumbria’s Plan Bee – PC committed to environmental improvements
b) Biodiversity Objectives – Environment Group to report
c) Email addresses – Clerk to obtain costs for link to website
d) Civility and Respect Pledge. Resolved to accept

Cllr Calsy reported that they were to mate in September to discuss biodiversity/.

Cllr Carrington reported that there is a Community Forum on 20 September
between 6 – 8pm In Millom

Now chaired by Cllr Faulkner, Bootle Parish Council

66/23 COUNCILLOR MATTERS
• Cllr Calsy raised concerns re long term parking of large vehicles at the Pinnel

Hole. Agreed to monitor
• Cllr Pogrel thought that the speed sign at The Green had been hacked. Cllr

Savage to investigate
• Cllr Pogrel reported that the light near to the junction of Arnaby had been hit

by a vehicle and was left in a dangerous state. The Clerk to report/
