DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON
MONDAY 6 JUNE 2022 AT THE HILL VILLAGE HALL,

The minutes of 6 June 2022 were approved and signed by the Chair

45/22 Police Liaison Report
A report had been previously circulated and noted. The Clerk reported that PS
McDonald had offered to meet with councillor representatives via Zoom call to
discuss any concerns that the council may have or wish to raise.
46/22 The Chair proposed that the following Agenda items be moved to after Agenda Item
8 (County Councillor/District Councillors Reports) to all for issues raised to be
discussed and taken forward by Cty Cllr Hitchen

47/22 PROGRESS REPORTS
47/22.1 Speed Indicators
Poles to be installed w/c 4 July 22, to liaise with road safety team to determine
locations. SiDs to be delivered to Cllr Savages home
47/22.2 Middle Cut
Cty Cllr Hitchen advised that all landowners to be contacted to seek approval for re-
designation. Draft letter to be produced to be sent to all landowners. Ghyll Scaur
Quarry have been approached re future maintenance. All consents to be in place by
December 2022, noting the impact of Local Government Re-organisation.
48/22 PUBLIC PARTICIPATION
Members of the public present raised concerns about the state of the road with The
Hill village. Potholes have been reported and filled but not all have been completed.
These are a danger to pedestrians during darkness.
Cty Cllr Hitchen to ascertain if the road has been adopted.
Residents were encouraged to continue to report potholes on the HiMs system and
email Cty Cllr Hitchen with the details.
49/22 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS
Cty Cllr Hitchen was welcomed to the meeting and had nothing to report
50/22 Rising Hill The Green
Cllr Savage reported that Ghyll Scaur had been approached and would provide some
funding. The Clerk reported that the land was not registered with the Land Registry
and an email had been sent to Cumbria Highways to ascertain ownership.

Cty Cllr Hitchen reported that this was in progress
52/22 Horse riding crossing sign Dunningwell/A5093 junction
Cty Cllr Hitchen reported that there is evidence of need required before this can be
taken forward. Evidence required of number of horse riders using it travelling from
where to their intended desitnations.
Cllr Murray requested that the police speed camera be located in The Green and not
always in The Hill to deter speeding.
53/22 Dunningwell Speed Survey
The speed survey had been undertaken during lockdown and did not reflect the
traffic flow. It was requested that the speed survey be undertaken again to ensure
the data reflects the true use of this road. Cllr Hitchen agreed to take this request
forward into the planning of future traffic surveys...
54/22 Aggies Lonning
Cty Cllr Hitchen was asked to chase up the Do not follow Satnav signage for
locating at The Green and The Hill. A resident has also made a request to Millom
Town Council for a similar sign to be placed at the Millom end of Aggies Lonning
Cty Cllr Hitchen then left the meeting
55/22 Borough Councillor report
B.Cllr Pratt explained the new recycling scheme that will be introduced which enable
more properties to be included in the recycling scheme. The new vehicles will be
rear loading and be able to access any properties that the waste lorries can. The
current recycling boxes can be replaced by 2 wheelie bins if residents wish.
Assisted collection for disabilities is available.
Cllr Pratt was requested to consider rural based roadshows to help explain the new
arrangements. Cllr Pratt also explained that literature will be sent to residents to set
out the new system for recycled waste
Cllr Pratt was thanked for attending.
56/22 APPLICATIONS FOR DEVELOPMENT:
56/22.1 To examine applications for development and submit observations to the
Planning Authority

Cllr Murray reported that she is contacting a contractor to undertake a bare tree
survey in the winter.

Clerk reported that delivery is expected in next 4 weeks

58/22.3 Policies, Procedures and Consultations
a) South Copeland Community Partnership - GDF
Cllr Carrington reported that the emphasis of the last meeting was on a bench
line survey to ascertain understanding of local community on what is a GDF.
A request had been received from a group for their information to be placed on
the Parish Council website.
It was resolved that the Parish Council holds a neutral position on the GDF
proposal and will only provide monitored links on their website to other sites and
will not take responsibility for content.

b) Copeland Local Plan
Cllr Savage has written to CBC requesting to speak at the Planning Inspectorate
enquiry.
c) South Copeland Partnership
Cllr Savage reported that a request had been received from Millom Town Council
to support the application for funding for a Tourism/Development Officer for South
Copeland. Resolved to await further information before making a decision.

a) Environment Group
Cllr Calsy reported that investigating Planting for Pollinators Scheme
Survey wilding of playing field
Investigating potential hydroelectric scheme for Duddondale Beck
58/22.5 Councillor Vacancies
There are 3 vacancies to be filled by co-option. Some interested parties have
been approached.
59/22 Reports from outside Bodies
Cllr Savage reported that Ghyll Scaur Quarry will support the permissible path
60/22 CORRESPONDENCE
The following correspondence had been received that has not been previously
circulated:
Friends of LDNP -support planning consent letter for common land. Clerk to
write letter of support
Hidden Gems LDNP Cllr Calsy to lead on this to be placed on the
September Agenda

Citizens Advice request for donation letter. To be placed on the September

61/22 COUNCILLOR MATTERS
Cllr Carrington requested that a community archaeological dig be placed on
the September Agenda
Cllr Nugent requested to be placed on Play area inspection training
