DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON
MONDAY 4 APRIL 2022 AT THE HILL VILLAGE HALL,
COMMENCING AT 07.30PM

The minutes of 7 March 2022 were approved with the following amendments:

152/21 PROGRESS REPORTS
152/21.1 Speed Indicators
CC Highways have now received the speed indicators and need to erect the posts .
with no dates yet provided for installation.
152/21.2 Middle Cut
It was reported that potholes have started appearing at the Pump House end.
Concerns expressed about quality of the job. It was noted that Middle Cut was being
used more extensively by vehicles and this was disappointing to note, given the work
to obtain funding and CCC support to repair this route.
Resolved: Investigate change of current designation as a foot path to a bridleway for
cyclists, horses and pedestrians.

156/21.4 To consider the Budget Comparison Report as at 31 March 2022 and
determine action need to address deviations from the budget.
The Clerk reported that Expenditure had been on target for 21/22 whilst receipts had
been £8k more than predicted primarily due to VAT reclaim of £6k and donations of
£2k more than expected
156/21.5 To approve the Risk Management/Risk Assessments
This had been previously circulated amongst the councillors. These were approved

157/21.1 Community Plan
a) Woodland Management
Cllr Murray awaiting a response from the contractor to undertake a bare tree
survey in the autumn
b) Play Park
Cllr Nugent reported that a cycle track would not be possible.
Cllr Savage to pursue with Thwaites Village Hall the cutting back of trees close to
the swings as identified as a potential risk

a) Bus Shelters
Cllr Lockwood reported that the contractor expects works to take 2 days and
should be completed by May 2022. Notice boards to be ordered
b) Notice Boards
Agreed to order notice boards similar to those at Millom Town Council
157/21.3 Policies, Procedures and Consultations
a) South Copeland Community Partnership - GDF
Cllr Carrington gave feedback from the last meeting which was centred on
geology and the use of social media.
b) Copeland Local Plan
Cllr Savage had submitted a response. It was noted that answers had not been
received to previous submissions on issues raised and this would be raised with
the District Councillor.

There had been no response to the adverts to re-advertise and raise at Annual
Parish Meeting
157/21/6 Annual Parish Meeting
Clerk to check availability of District Councillor for 26 April or 3 May 2022 and book
Thwaites Village Hall

159/21 CORRESPONDENCE
The following correspondence had been received that has not been previously
circulated:
The Clerk reported that notice had been received that the Parish Accounts
would be subject to a limited review by the external auditors
CALC newsletter requesting articles
160/21 COUNCILLOR MATTERS
Cllr Gamble enquired whether a footpath could be constructed on the
roadside verge from Rising Hill to The Village Hall and asked that it be placed
on the agenda for the next meeting
Cllr Gamble requested that a price be obtained for the cutting of the grass by
the pub beer garden and around the standing stone
Cllr Murray reported that she had written to the owner of the Lime Kiln
seeking permission to remove sycamore saplings from the kiln
Cllr Murray reported that benches would be painted once the weather
improves
Cllr Nugent sought an update on the phone box repairs. The Clerk
responded that an insurance claim would be submitted.
