DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON
MONDAY 15 FEBRUARY 2022 AT THWAITES VILLAGE HALL, THE

122/21 Police Liaison Report
A report had been previously circulated and noted .
123/21 PROGRESS REPORTS
123/21.1 Speed Indicators
Cllr Savage reported that the type of SIDs had been confirmed with CC Highways.
The Parish Council is still awaiting confirmation of an installation date

Work is underway, some restoration required at the junction once works completed.

125/21 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS
B.Cllr McGrath reported
Copeland BC budget approved 1.95% increase.
Priority to review recycling fleet and change to mixed recycling method
Cllr Gamble asked how the Local Government Reorganisation was to be funded -
£1.6m from each Borough and County Council. Concerns were expressed that there
may be a large increase in council tax in 2022/23 B.Cllr McGrath stated no cuts to
services planned.
Cllr Gamble stated that the recent road renewal from Junction of A595/A5093
towards Broadgate seems incomplete with a lot of debris left on the road side. Clerk
to contact CC Highways.
126/21 APPLICATIONS FOR DEVELOPMENT:
106/21.1 To examine applications for development and submit observations to
the Planning Authority

126/21.2 To ratify the observations submitted by the Clerk under devolved
powers since the last meeting.

127/21.1 The following payments were approved:

and determine action need to address deviations from the budget.
The Clerk previously circulated the budget and the following overspends were
approved:
Insurance increase due to addition of play park (£337.30)
Play park safety inspection (£103.20)
Income exceeded expectations £8067.38 mainly due to vat refund £6335.38 from
purchase of play equipment and miscellaneous receipts including donations totalling
£1872
Projects overspend (1322.09) donations had been received from CGP totalling
£1494 towards these projects, therefore this was not an overspend

Cllr Murray to pursue

a) Bus Shelters
Cllr Gamble to put the notice boards up. Cllr Lockwood has spoken with
contractor re finishing works.
b) Queens Jubilee
Resolved that a cherry blossom tree be sourced and planted at The Green
entrance. Beacon arranged . Thwaites Village are being considered with
annual Gala
128/21.3 Policies, Procedures and Consultations
a) South Copeland Community Partnership - GDF
Resolved that Cllr Carrington be the representative with Cllr Lockwood as Deputy
Proposed by Cllr Murray, Seconded by Cllr Wright
Cllr Lockwood gave feedback from the last meeting. Cllr Gamble was concerned
that in a recent radio broadcast that the community involvement was
misrepresented as a community that was supporting the GDF.
Resolved to seek communitys direction at the Annual Parish Meeting with an
update of how the GDF Partnership is progressing.
b) Copeland Local Plan
Final consultation by 28 March 2022. Cllr Savage to draft a response.

a) Environment Group

Cllr Calsy had submitted a report in her absence which was accepted by the
council. Council resolved to support the Environment Group and with the
proposal to the purchase of trees for the community
Cllr Nugent reported that she had received litter pickers. Scouts have indicated
that they wish to participate in local litter picks
Recycling issues, B. Cllr McGrath needs addresses where this is an issue to be
able to resolve.

Clerk to put up advert for co-option of councillors This can be advertised on the
website, Facebook and Out and About.

Purdah for 5 May elections will be from 28 March 2022

130/21 CORRESPONDENCE
The following correspondence had been received that has not been previously
circulated:
An email from a resident complaining about the state of the road within The
Hill and requesting that a sign be put up to prevent delivery drivers trying to
access through the village. Clerk has already reported potholes to CC
Highways. It was also highlighted that Residents are actively encouraged to
self-report by using the My Street. This will be publicised via the PC
Facebook page and Out and About.
A letter from the Cumberland Building Society requesting updated information
131/21 COUNCILLOR MATTERS
Cllr Nugent reported that a resident is keen to take on the project of the
Heritage Trail including the Lime Kiln
Cllr Nugent asked if the development of the play park could be added to the
next agenda
Cllr Murray reported that she had done a survey of all street lights and
confirmed they are all working.
Cllr Gamble stated that he had reported a street light to Copeland BC and it
was now fixed.
Cllr Lockwood requested that the recent storm warnings received be placed
on the website and Facebook
Cllr Lockwood raised the change in motor laws making parking on a
pavement an offence. This was noted as a Police matter to address any
issues..
Cllr Savage gave his apologies for the March 2022 meeting

7.30pm.
