DRAT MINUTES OF THE PARISH COUNCIL MEETING HELD ON

MONDAY 3rd APRIL 2017 IN THE HILL VILLAGE HALL, COMMENCING AT 07.30PM

177/16 DECLARATION OF INTEREST

There were no declarations of interest

178/16 MINUTES

The minutes of the meeting held on 6th March 2017 were approved and signed by the Vice Chair Cllr Wright.


179/16 Police Liaison Report

PCSO Booth reported that there had been traffic issues and an increase in road traffic collisions at both ends of the A595 during the recent road works in Millom.

Youth issues continue to be a problem in Millom. There has been no increase in rural patrols but it has been relatively quiet. A car is currently in the river over Corney Fell and is awaiting removal by the County Council.

A new Sergeant is arriving June/July. Cllr Savage asked that he be invited to attend one of the Parish Council meetings once he is established.

PCSO Booth stated that he had raised the issues of speeding in The Hill and in Millom, especially in the 20mph limits. Highways were suggesting of increasing the speed limits to 30mh (ave speed logged is currently 30mph in 20mph zones), the police were not happy about this and were objecting to the proposals.

PCSO Booth was thanked for his report.

The Chair asked if PCSO Booth could remain and listen to concerns expressed by members of the public regarding the ongoing issues with Fell View and answer any questions.


180/16 The Chair resolved to move the Public Participation session to this point along with Progress reports (Agenda items 6.2 and 7)


181/16 PUBLIC PARTICIPATION

The Clerk read out an email received from Nick Hayhurst, Planning at CBC stating that a meeting had been arranged at Fell View with the owner to discuss the activities that had taken place. The meeting was a fact finding meeting to ascertain, what had been done, not done and what contravened planning legislation and if necessary enforcement action. Mr Hayhurst was to give an update to the Clerk after the meeting which is to be shared with residents.

The residents were reminded that there was a process that was required to be followed.

Residents expressed concern that the owner would present a different scenario to Mr Hayhurst to what was actually going on and that some materials/caravans had already been removed from the site.

A visitor to the village had been given a tour of the site by the owner and an explanation made for each new building.

The residents were encouraged to continue reporting activity.

Concerns were expressed that a business was being run from the premises and it was not a suitable location.

Concerns were expressed regarding the road degradation and Cllr Hitchen responded that he had been in contact with Highways and they were awaiting the outcome of the investigation by Mr Hayhurst before committing to undertake road repairs.

PCSO Booth explained the situation regarding vehicles blocking access/egress to the village.

Cllr Savage confirmed to the residents that once the report had been received from Mr Hayhurst that a resident’s meeting would be called to update them.

The public then left the meeting.

182/16.1 Fell View

This item was included in the public participation session to allow concerned residents to raise issues see 181/16 below


182/16.2Street Lighting

Cllr Kitchingman was looking at options available eg solar powered lighting. It was noted that Electricty Northwest had been installing power at Green Road railway crossing which may be a source of power to a new light. To contact Copeland Borough Council to consider options available.

183/16 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS

County Cllr Hitchen reported that

185/16 FINANCIAL RECORDS

185/16.1 The following payments were approved:

This had been checked and signed by Cllr Kitchingman


185/16.4 Budget Comparison Report as at 31 March 2017 was considered

No actions were required. It was noted that there had been an overall under spend on the budget of £433


185/16.5 Annual Governance Statement

Each item of the annual governance statement was presented to the Council and agreed that the Parish Council had been compliant in all matters with regards to accounting statements

The Statement was signed by the Chair


185/16.6 Banking

In light of the notification of the branch closing it was agreed to continue with the current bank and use the Post Office where appropriate.


186/16 PARISH MATTERS

186/16.1 Annual Parish Meeting and Annual General Meeting

It was agreed to hold the Parish Meeting on Tuesday 2nd May 2017 at 7pm followed by the Annual General Meeting at 7.30pm. Trudy Harrison MP to be invited to attend and speak at the meeting.

No progress had been made on this


185/16.3 Co-option of Councillor

There is 1 vacancy and this is awaiting the outcome of the skills review


185/16.4 Telephone Box condition

This was deferred in the absence of Cllr Butcher


185/16.5 Seat inspection/maintenance

This was deferred in the absence of Cllr Butcher


185/16.6 Tree Maintenance

A quote of £475 had been received from Lowther Forestry Group to undertake a tree hazard survey of the trees located at Hill Brow, The Hill. A report will be produced with recommendations for the management of the trees and suggested future planting.

It was proposed by Cllr Lockwood and seconded by Cllr Wright to give authority for the survey to be undertaken. The Council were in agreement.


185/16.7 Common Land

County Cllr Hitchen stated that he had ordered the detailed maps required. He also stated that a website www.ordancesurvey.co.uk/election-maps enabled councils to download maps free of charge.

Concerns were expressed regarding the liabilities that came with common land.

Cllr Wright agreed to bring to the September meeting a list for consideration and decision of proposed new common land.


186/16 Council Priorities and Supporting Organisation

186/16.1 Traffic Management

There was no date as yet for implementation of the new speed limits

186/16.2 Operable Website

Councillors were reminded that a profile was required. Cllr Wright stated that the overview of the Parish was a work in progress

186/16.3 Pylon Campaign/NWCC

A meeting had been arranged for Wednesday 5 April 2017.

A small amount of money had been allocated to the group to cover postage expenses etc and it was agreed that this could be managed through the Parish Council account.

It was hoped to engage with Trudy Harrison MP and seek her support.


187/16 Reports from representatives on outside bodies

Cllr Wright reported that he had attended the Duddon Estuary Partnership meeting but there was nothing of significance to report back on.


188/16 CORRESPONDENCE

The Clerk reported that 2 separate correspondence and enquiries had been received from Fisher German regarding the Pinnel Hole. The Clerk was instructed to respond appropriately.

190/16 DATE OF NEXT MEETING

The ANNUAL PARISH MEETING will be held at 7.00pm TUESDAY 2 MAY 2017 followed by the ANNUAL GENERAL MEETING at Thwaites Village Hall, The Green.
