DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 2nd MARCH 2020 IN THWAITES VILLAGE HALL, THE GREEN COMMENCING AT 07.30PM

The Clerk reported that the original letters to the emergency services had been re- sent but as yet no responses had been received.
146/19 PROGRESS REPORTS 146/19.1 VE Day Celebrations

148/19 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS
Cty Cllr Hitchen had sent a report confirming that Cumbria County Council was supportive of a footbridge crossing the Duddon as part of the England Coastal Path. Borough Cllr McGrath stated that CBC were responding to England Coastal Path consultation and supporting a crossing over the Duddon.
The CBC budget had been set with a 1.95% increase.
Empty homes premium had gone up to 3 times the rateable value.

Devolution for Cumbria was being discussed with a potential new structure in place by 2021. Parish Council’s views would be sought through consultation.
The Geological Disposal Facility was again being discussed. CBC’s view is that they should be part of the consultation process.
Footway lighting is still with CALC
149/19 APPLICATIONS FOR DEVELOPMENT:
149/19.1 To examine applications for development and submit observations to the Planning Authority

149/19.2 To ratify the observations submitted by the Clerk under devolved powers since the last meeting.

149/19.3 To note the decisions of the statutory planning authority with regards to recent applications

150/19.3 To receive and note the bank reconciliation statements dated

150/19.4 To consider the Budget Comparison Report as at 31 January 2020 and determine action need to address deviations from the budget.
The Clerk reported that there was an overall underspend on the budget of £2285.59 primarily due to projects planned but not completed. These monies would be placed in reserves to await completion of projects.
151/19 PARISH MATTERS 151/19.1 Community Plan
a)Cllr Nugent reported that a quote had been received from Playdale of £36k for some play equipment. Cllr Murray suggested that the community be encouraged to raise some funds.
b)A community meeting is proposed for 16 April 2020 in the Punch Bowl 6pm – 7.30pm to promote engagement.
c)It would cost approx. £37500 to put a walkway/cycleway on Middle Lonnin. The lead on the project was liaising with the Countryside Officer. The Clerk was asked to circulate the email received.
d)Cllr Gray reported that he had arranged public meetings re septic tanks for 24 March 2020 5pm at The Hill and 7.30pm at Thwaites Village Halls, where speakers would explain the changes in legislation. This is to be an information gathering meeting and not a selling meeting.

a)Cllr Lockwood reported that he attended a meeting with Millom Town Council and Craig McCarron, CC Highways. There were a number of projects discussed in the Millom Town area including proposed one way systems, additional zebra crossings, and enforcement of no parking zones around schools.
b)The Quarry lay bye was discussed and the request for the Sat Nav sign at Aggies Lonnin was again reinforced.
151/19.3 Parish Projects
a)Bus Shelters
Cllr Gray reported that a specification had been advertised and there had been no response. It was proposed by Cllr Gray and seconded by Cllr Nugent and resolved that the prison be approached to undertake the works.
b)Derelict Houses No further update
c)Benches and Notice Boards
Prison to be contacted re repairing benches and also litter picks
d)Parish Councillor Service No update
e)Footway Lights
Cllr Murray had undertaken a survey of the lights and had updated the list received from Copeland BC. A copy of the updated list to be sent to CALC for their information and also copied to councillors.
151/19.4 Policies, Procedures and Consolations
a)Review of Policies
Cllr Gray stated that policies had now been reviewed and the 5 additional policies had been identified. The Clerk had produced policies for these which were under review. Terms of Reference for a subcommittee to be agreed.
b)English Coastal Path Consultation
The Clerk confirmed that a response had been sent to the consultation. A copy of the submission to be sent to CBC.

∙Cllr Calsy stated that there had been rumours about how Dunningwell Hall was to be used in the future and could the issue be
∙Cllr Wright requested that Swinside could be placed on the agenda for the next meeting and how it could aid tourism to the area.
∙Cllr Lockwood requested that Flooding be placed on the next agenda.
