DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON

MONDAY 1st JUNE 2020 BY TELEPHONE CONFERENCE CALL

COMMENCING AT 07.30PM

23/20 Apologies: None

24/20 Exclusion of Press and Public

There were no items on the agenda that would require the exclusion of the press and

public.

25/20 DECLARATIONS OF INTEREST

Cllr Savage declared an interest in Agenda item 11,1(a) Play area progress and

feedback from Thwaites Village Hall

26/20 Minutes of the Meeting held on

a) 4th May 2020.

The minutes of the meeting held on 4th May 2020 were approved and will be signed

by the Chair at the next appropriate meeting. Proposed by Cllr Lockwood, seconded

by Cllr Wright

The minutes of the meeting held on 18th May 2020 were approved and will be signed

by the Chair at the next appropriate meeting. Proposed by Cllr Gray, Seconded by

Cllr Calsy

27/20 Police Liaison Report

Reports had been previously distributed.

28/20 PROGRESS REPORTS

28/20.1 To update and approve any support required for the Covid–19 local

volunteer group

Cllr Calsy reported that the number of volunteers remained constant,

Cllr Savage reported that there may be funding available to support volunteers and

recipients. Cty Cllr Hitchen reported that there are funds available for those persons

identified who had a genuine need through the Copeland Hub.

29/20 PUBLIC PARTICIPATION

None present

30/20 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS

Cty Cllr Hitchen thanked the Council for the updated and revised Community Plan

which he would take to the Highways meeting on 5 June 2020 and get names

attached to the projects identified within the plan. Cllr Hitchen was thanked for his

input

Cty Cllr Hitchen then left the meeting

Borough Cllr McGrath was asked if there was an update on the footway lighting

issue. He stated that the emphasis of Copeland BC was in assisting the vulnerable

residents. There had been a 40% increase in demand on recycling.

£14.6m of business grants had been distributed plus £5.4m of expanded rate relief.

There was now a discretionary grant for small businesses that did not qualify under

other schemes.

The Copeland Centre at Whitehaven is to be re–configured with work commencing

mid–June prior to being let to other companies/agencies.

Cllr Savage asked that Cllr McGrath pursue the issue of footway lighting when

circumstances allowed, but Cllr Savage remained concerned that if the any changes

are actively progressed by CBC, this will have a significant impact on the Parish

Council financial position..

31/20 APPLICATIONS FOR DEVELOPMENT:

31/20.1 To examine applications for development and submit observations to

the Planning Authority

None

31/20.2 To ratify the observations submitted by the Clerk under devolved

powers since the last meeting.

None

31/20.3 To note the decisions of the statutory planning authority with regards

to recent applications

None

32/20 FINANCIAL RECORDS

32/20.1 The following payments were approved:

L Cooper Clerks salary & expenses £ 515.46

HMRC PAYE £ 107.60

L Cooper Purchase of a filing cabinet £ 90.25

Proposed by Cllr Gray and Seconded by Cllr Lockwood that the payments be

approved

32/20.2 To note the receipt of payments

None

33/20.3 To receive and note the bank reconciliation statements dated 30 April

2020

This had been verified by Cllr Kitchingman and signed off as correct

34/20.4 To consider the Budget Comparison Report as at 31 May 2020 and

determine action need to address deviations from the budget.

35/20 PARISH MATTERS

35/20.1 Community Plan

a) Cllr Nugent reported a virtual meeting had been held with Thwaites Village Hall

committee representatives and they were in agreement with the location of the

proposed play area on the field. They required that the play area complemented

the existing village hall landscape with a clear preference for wood built

installations. Site visits will be arranged to look at other play areas when it was

appropriate. Funding sources would now be identified.

b) The reviewed Community Plan was presented to the meeting for approval. A

change of councillor required for item D9 to Cllr Gray.

c) The revised document to by placed on the website and linked to the Facebook

page. It was agreed that a fortnightly topic would be placed on Facebook page

for residents to be updated on and to offer any feedback.

35/20.2 Parish Projects

a) Facebook Page

Cllr Gamble gave an update on the Facebook page.

b) Middle Cut

The Clerk reported that photographs of the abandoned vehicles had been

sent to Copeland BC for their actions.

Some concerns have been expressed that a mobile home is being used as

residential property. Planning permission had been granted for a bungalow

on this site.

Cllr Kitchingman joined the meeting

c) Gornal Ground Woods

Cllr Calsy reported that there had been no further activity. This had been

brought to the attention of the planning enforcement officer, who would

investigate when current restrictions have been eased or lifted.

Cllr McGrath asked that details be sent to him via email that he could present

to a planning meeting to be held on 3 June 2020. Cllrs Wright and Calsy to

provide the information.

d) Website

A review of the website will be undertaken by Cllrs Savage, Nugent and

Gamble with the Clerk.

35/20.3 Policies, Procedures and Consolations

The clerk reported that the following correspondence had been received:

37/20 COUNCILLOR MATTERS

Cllr Gray reported that Mr Huck and his family wished to thank the villagers

for the turnout and respect shown to his daughters funeral cortege.

Cllr Calsy stated that another incident on the A595 had created problems of

people trying to get through Lady Hall and requested that the Traffic

Management Group look at signage for a single–track road

The Clerk requested of all councillors that if they order anything for the

council that they ensure that a VAT invoice is obtained addressed to Millom

without Parish Council to enable VAT to be reclaimed.

The Clerk reported that she had now received the filing cabinet.
