DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 4th JANUARY 2021 BY VIDEO CONFERENCE CALL COMMENCING AT 07.30PM

PRESENT: Cllr D Savage (Chair), Cllr I Lockwood, Cllr J Gray, Cllr B Wright, Cllr P Murray, Cllr N Gamble, Cllr A Calsy, Cllr M Kitchingman and Cllr A Nugent.

113/20 Apologies: Cllr G Napoletani and Cllr B Wright. The Chair reported that a letter of resignation had been received from Cllr Napoletani. The Chair to send a letter of thanks to the Councillor for all her hard work.

114/20 Exclusion of Press and Public

There were no items on the agenda that would require the exclusion of the press and public.

115/20 DECLARATIONS OF INTEREST

Cllr Gray declared an interest in Agenda item 11.2(iii) Hill Brow

116/20 Minutes of the Meeting held on 7th December 2020.

The minutes of the meeting held on 7th December 2020 were approved and will be signed by the Chair at the next appropriate meeting.

Reports had been previously circulated. No comments were made.

117/20 PROGRESS REPORTS

117/20.1 Update Covid-19 local volunteer group

Cllr Calsy reported that things were running smoothly and that demand for the service was relatively low.

118/20 PUBLIC PART0ICIPATION

None present

119/20 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS

Cty Cllr Hitchen reported that Kevin Cosgrove was leaving the Highways Department and as yet it was known who his successor would be. He was still chasing up the signage for Mill Park.

B. Cllr McGrath stated that he had nothing to report

Cllr Hitchen was asked if there had been any progress with the GDF project. He stated that he had written to the group and that CCC had been invited through the leader of CCC but had not taken up the offer and GDF would not accept a local committee recommendation.

Cllr Hitchen reminded the Council that there was a 3-tier meeting on 28 January 2021. Cllr Calsy agreed to cover this meeting.

The Chair thanked Cllrs Hitchen and McGrath for their attendance and input. Cllr Hitchen commented on public participation access to the Parish Council Meetings now that Teams was being used. The Clerk agreed to look into this issue

120/20 APPLICATIONS FOR DEVELOPMENT:

120/20.1 To examine applications for development and submit observations to the Planning Authority:

None

120/20.2 To ratify the observations submitted by the Clerk under devolved powers since the last meeting.

None

Proposed by Cllr Lockwood and Seconded by Cllr Gray that the payments be approved.

121/20.2 To note the receipt of payments None

121/20.3 To receive and note the bank reconciliation statements dated

121/20.4 To consider the Budget Comparison Report as at 31 December 2020 and determine action need to address deviations from the budget.

None required.

121/20.5 For information only. To confirm that the application for the precept for the financial year 2021/22 has been submitted.

122/20 PARISH MATTERS 122/20.1 Community Plan

a)Play area planning update

Cllr Nugent reported that the order had been submitted. No start date had yet been received. Cllr Nugent to chase up.

b)Traffic Management

Cllr Savage previously circulated a list of projects to improve road safety. Cllr Gray requested that the parking on the footpath at Hodgson Terrace be added to the list.

c)Heritage Trail

Cllr Calsy presented a paper that suggested that there be a publicised route between the new stone at The Green and the Swinside Stone Circle identifying points of interest along the route. Other route links could be with the stones at Millom and the standing stones at Kirksanton.

Cllr Gamble suggested that the ordinance survey maps could form the basis for the route.

Proposed by Cllr Gamble Seconded by Cllr Lockwood.

Cllr Gray stated that if the route was to include the traffic lights at The Green, then the over-hanging ivy need removing.

d)Electric Vehicle Charge Points

Cllr Calsy reported that she had been in discussion with Thwaites Village Hall and Chargemystreet re the location of 2 EV charging points in the Car park. Discussions were continuing including the location of an electric bike charge point.

Cllr Calsy is attending a course in January 21 which looks at carbon footprinting of Councils and will report back to the February meeting.

122/20.2 Parish Projects

a)Bus Shelters

Cllr Gray reported that no progress had been made. It was suggested that Unit 3 be contacted to see if it was a task that their trainees could undertake. Cllr Gamble to put a request up on the Facebook page.

b)Notice Boards

Cllr Gray reported that no progress had been made due to Covid-19 and

lockdowns.

(c)Hill Brow, The Hill

Cllr Gray had produced a paper with suggested actions. It was agreed that Cllr Gray could mark the trees for cutting as outlined in the survey undertaken in 2017 and a decision would be made at the February 21 meeting as how the works would be undertaken.

(d)Mud on Road

Cllr Gray reported that he had contact Cumbria Highways and had not received a response.

(e)Trust Fund Meeting Dates

The Clerk presented a list of dates for meetings in 2021, these were approved and to be placed on the website.

122/20.3 Policies, Procedures and Consolations

a)Parish Council Working Groups

Two documents had been previously circulated. After amendments they were approved.

b)Geological Disposal Facility – Parish Council approach

. Cllr Savage reported the South Copeland Partnership had met with representatives of RWM.

c) Review of Policies

Cllrs Gray and Calsy to meet and present at the February 21 meeting

123/20 Reports from outside Bodies

a)South Copeland Partnership

Cllr Savage stated that minutes would be distributed shortly

b)Millom Stronger Town

c)Cllr Savage reported that Survey Monkey had been produced and encouraged everyone to complete it. This will help with the submission evidence to support the bid.

124/20 CORRESPONDENCE

The clerk reported that all correspondence had been previously circulated.

125/20 COUNCILLOR MATTERS

Cllr Calsy enquired if there had been a response from the land owner re the collapsed wall in The Hill. The Clerk reported that there had been no response. Cllr Calsy requested that the Clerk again write to CCC regarding this matter.

Cllr Gray reported that the 40mph signs had fallen down the poles and required reporting.

Cllr Savage reported that a response had been received from the Enforcement Officer re Fell View and would circulate it amongst councillors and concerned residents.

Cllr Savage requested that councillor vacancies be on the February 21 agenda
