DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON
MONDAY 7th MARCH 2016 IN THE HILL VILLAGE HALL, COMMENCING AT 07.30PM
PRESENT: Cllr L Butcher (Chairman ), Cllr W Huck, Cllr M Kitchingman, Cllr A Nugent, Cllr B Wright and Cllr D Savage

92/15 DECLARATION OF INTEREST
No declarations were made
93/15 MINUTES – the minutes of the parish council meeting held on 1st Febuary 2016 were approved and signed.
94/15 Police Liason Report
PCSO Booth reported that calls were continuing to be down on the same period last year. There are indications that there has been badger baiting activity going on and local landowners are asked to be vigilant. There has also been an issue with off road bikes being ridden on the road.
95/15 PROGRESS REPORTS
95/15.1 Emergency Planning
A meeting has been arranged for 30th March at Thwaites Village hall.
95/15.2 Common Land
2 maps of the Parish boundary had been acquired but these did not give enough detail to identify areas of common land. Further maps to be procured.
95/15.3 Kirksanton Village Green
The Clerk reported that a letter had been received that the transfer had been made.
96/15 PUBLIC PARTICIPATION
Mr Bradshaw stated that he could not find the Parish Web site. It was agreed that the website would be advertised on all paperwork, in Out and About and Around the Combe magazine.
Mr Bradshaw asked what the Councils position was on the proposed new pylons. Discussion took place and it was agreed that there should be a public meeting to discuss the issues in light of the proposed linking of the Haverigg windfarm development to the existing 132kv line. To invite representatives from National Grid, Windfarm, Electrictiy North west.

that a public meeting be held with all local Parish Councils to achieve a consensus of opinion.
Letter to Jamie Reed MP inviting him to attend a meeting with local councilors and explain the local opposition to the project
97/15 COUNTY COUNCIL AND DISTRICT COUNCILLORS’ REPORTS
Cllr Hitchin, County Councilor and Copeland Borough Councilor reported that District and County budgets had gone through.
Discussion was taking place regarding a Cumbria Deal which would give extra cash for Cumbria and more devolved powers. This would include an elected Mayor. It would require that all councils within the county were in agreement and currently there was a 50/50 split for the proposal
Cllr Hitchin was thanked for coming.
98/15 APPLICATIONS FOR DEVELOPMENT:
98/15.1 To examine applications for development and submit observations to the Planning Authority

98/15.2 To ratify the observations submitted by the Clerk under devolved powers since the last meeting.
98/15.3 To note the decisions of the statutory planning authority with regards to recent applications
99/15 FINANCIAL RECORDS
99/15.1 The following payments were approved:
Payment of Clerk’s salary and expenses £553.05
99/15.2 To note the receipt of payments
99/15.3 To receive and note the bank reconciliation statement as at 28 February 2016. This was signed by the Chair
99/15.4 Budget Comparison Report as at 28 February 2016 was considered and it was determined that no action was required
99/15.5 External Auditor 2017 onwards
After discussion it was resolved that Millom without Parish Council will opt-in to the SAAA scheme for external audit commencing 1 April 2017 until 2022
100/15 VILLAGE MATTERS
100/15.1 Remedial works to telephone box
It was agreed it would be investigated what works were required to repair the box. Suggestions were also made as to what the box could be used for in the future once repairs had been undertaken.
100/15.2 The Annual Meeting was set for 3rd May 2016
100/15.3 Community Plan
Cllr Savage agreed to look at this and report back to the meeting.
101/15 QUEEN’S 90th BIRTHDAY
Cllr Butcher to arrange for the building of the celebratory beacon
The lighting up time is 7.30pm on 21st April
101/15 Duddon/Morecambe Bay SPS area – response to consultation
This was agreed in principle with the following concerns:
Existing agricultural and recreational use would not be restricted.
Existing footpaths and rights of ways would be continued
Would this require the re-routing of the proposed National Grid power further inland around the Estuary
102/15 Power without Pylons
This was discussed in 96/15.
103/15 Reports from representatives on outside bodies
None were received
105/15 COUINCILLOR MATTERS
It was agreed to keep the meeting times as agreed
Cllr Wright was concerned about the noise created by the DRS trains
106/15 DATE OF NEXT MEETING
Next meeting was confirmed as 4 April 2016, The Hill Village Hall,
