T8 The Clerk reported that changes in legislation had now been made which commenced on 4 April 2020, but as this meeting had been called prior to the changes, that it still did not constitute a meeting of the full council as not all the criteria had been met. Therefore discussion could take place but no decisions could be resolved.

T9 Police Liaison Report

A report had been received and circulated.

The Clerk reported that a letter had been received from the Fire Brigade re the fired at Lady Hall thanking the local public for their support and understanding and that there had been nothing that the Parish Council could have done on the circumstances.

T10 Progress Reports

T10.1 Standing Stones

A consultation had taken place with residents as to the location. This project was now on hold until the end of the current crisis

T11 County Councillor Report

Cty Cllr Hitchen reported that Highways were only undertaking emergency repairs and that all projects were now on hold until further notice.

The Clerk confirmed that she had received the Copeland Team Information email which she had yet to distribute.

T12 Planning Applications

None had been received. A letter had been received as to how future applications would be managed by Copeland BC.

T13 Financial Records

T13.1 A donation of £50 under S137 had been made to Millom Food Bank after Cllr Calsy had reported back to the Chair of how the money would be spent.

T13.2 Risk Assessment

The Clerk apologised that it had not been sent out

T13.3 Governance Statement

The Clerk reminded councillors that this would require approval at the next meeting and if there were any queries to contact her.

T14 Covid-19 – PC Support

T14.1 Review of Steps taken since last Teleconference

Cllr Calsy reported that there were now 15 volunteers and there had been 2 requests for help. Information would be distributed in Out and About. It was confirmed that subject to Risk Assessment and Training that the volunteers would be covered by the Parish Council’s Public Liability Insurance. Volunteers have been given an official letter to cover any potential questions from the Police. The Voluntary Group has now been registered with the Cumbria Police.. .

The Clerk reported that she was the point of contact for Copeland and Cumbria CC and this would enable escalation of any issues which are beyond the capacity or capability of the Voluntary Group.

Cllr Gamble reported that the Facebook page was now up and running. Any number of editors could put information onto the site. There were restrictions as to the sorts of files that could be uploaded. For large documents links could be added to other sites. Cllr Gamble highlighted the Facebook Page had been well received by members of Facebook and all posts to date have related to Covid-19.

T14.2 Consider any further steps / measures from PC

The Clerk outlined the changes in recent legislation that would allow for remote meeting to be held, which included provision for members of the public to attend.

Discussion took place regarding the various platforms. Due to potential issues around poor broadband coverage it was agreed that the next meeting would be via telephone conference call and members of the public would be given access on request to the Clerk.

Cty Cllr Hitchen reported that NALC had negotiated discounts with various platforms and that other Parish Councils were trialling investigating different platforms.

T15.1 Community Plan (Cllr Nugent)

  1. Play area

The Chair reported that Thwaites VH were agreed in principle to siting the Play Area, subject to on going discussions on the design and on going liability / maintenance issues. The Clerk has yet to obtain 2 additional quotes for equipment and this has been deferred until the end of the crisis. It was agreed that a picture of one of the proposed plans would be put on the Facebook page.

Cllr Gray confirmed that the prison would supply the labour and the Council would supply the materials which of course can only continue once the Covid-19 crisis is concluded.

T16 Councillor Matters

Cllr Napoletani stated that she was impressed with the traffic calming sign in Broughton. It was confirmed that this was the type of sign that was being requested to Highways for the A5093.

The Clerk requested a filing cabinet. This was agreed in principle
