DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON
MONDAY 1st FEBRUARY 2016 IN THE HILL VILLAGE HALL, COMMENCING AT 07.30PM

73/15 DECLARATION OF INTEREST
Cllr Gray declared an interest in item 76/15.2 Common Land
74/15 MINUTES the minutes of the parish council meeting held on 4th January 2016 were approved and signed.
75/15 Police Liason Report
PCSO Booth reported that calls were down on the same period last year, but there had been an increase in the number of calls re concern for welfare.
There had been 4 burglaries from sheds and police are asking residents to be vigilant, things being taken are expensive bikes, chain saws
A new rural Sergeant had been appointed.
76/15 PROGRESS REPORTS
76/15.1 Emergency Planning
Cllr Newman reported that a meeting had been held on 27th January at Thwaites Village Hall and there had been a 6 in attendance. The meeting was a workshop where persons and equipment that may be required in an emergency were identified. An action list has been prepared. The next meeting to be held the beginning of March 2016 at Thwaites Village Hall. It is envisaged that the document will be ready by end of March.
76/15.2 Common Land
4 areas of common land had been identified which are currently registered as common land.
It was agreed to purchase a large map of the parish to better identify areas of common land. County Cllr Hitchin was to source one.
The Clerk to contact the Land Registry to obtain details of Common Land within the Parish.
The Clerk to contact the Registrar of Common Land to investigate costs.
Copy of Parish Boundary to be put up on website
76/15.3 Land Lease Agreements
The Clerk reported that all the Land Lease Agreements had been returned.
77/15 PUBLIC PARTICIPATION
No members of the public were present.
78/15 COUNTY COUNCIL AND DISTRICT COUNCILLORS
Cllr Hitchin, County Councilor and Copeland Borough Councilor reported that District and County budgets were being finalized. It was expected that that there would be a 1.95% inc for both Copeland and County. The County was also allowed to levy an additional 2% increase which had to be ring fenced and spent on Health and Social Care.
He reported that the County was not going to get all the money required from central government to repair flood damage and this was being challenged.
There was to be no cut to the police budget.
Cllr Wright expressed concern regarding the lack of support and commitment from the County Council with regards to the pylons. Cllr Hitchen stated that Jamie Reed MP had visited Ravenglass, but it was community driven groups that were driving the opposition to the pylons.
Cllr Hitchin was thanked for coming.
79/15 APPLICATIONS FOR DEVELOPMENT:
79/15.1 To examine applications for development and submit observations to the Planning Authority
4/16/2001 Erection of Front Porch, 2 Castle Cottages, Millom
79/15.2 To ratify the observations submitted by the Clerk under devolved powers since the last meeting.
79/15.3 To note the decisions of the statutory planning authority with regards to recent applications
80/15 FINANCIAL RECORDS
80/15.1 The following payments were approved
80/15.2 To note the receipt of payments
80/15.3 To receive and note the bank reconciliation statement as at 31 December 2015. This was signed by the Chair
80/15.4 Budget Comparison Report as at 31 December 2015 was considered and it was determined that no action was required
80/15.5 Landscape Service Delivery 2016
After discussion it was resolved to engage Copeland to cut the grass again this year.
It was agreed to look at this at a future meeting as to how the area could be better managed.
80/15.6 Bank Signatories
It was agreed that the following would be bank signatories:

81/15 VILLAGE GREENS
The Clerk reported that from documentation received that the Village Green at Kirkstanton was still in the ownership of Millom Without Parish Council.
The Clerk to investigate further.
82/15 THWAITES VILLAGE HALL SOCIAL CLUBS
A request had been made to support some of the repairs required. The Clerk to write to the Secretary to question which other funding sources had been approached.
It was resolved to donate
83/15 QUEENth BIRTHDAY
Cllr Butcher to arrange for the building of the celebratory beacon
84/15 Duddon/Morecambe Bay SPS area
This was deferred to the next meeting.
85/15 Walney Extension
An open meeting is to be held on Tuesday 9th February 2016 430–730pm at Network Centre for ideas on what projects the money could be used for.
Clerk to contact Village Hall committees with information
86/15 Power without Pylons
Copies of letters had been received from Muncaster Parish Council and Ravenglass Village Forum outlining their objections to the overland route.
Cllr Gray reported that National Grid were looking at the possibility of placing the cables under the Duddon.
It was suggested that as part of the informal consultation process that a letter be sent to Mr Powell, National Grid setting the Council
87/15 Reports from representatives on outside bodies
South Copeland Partnership Trust It was reported that the role of Regeneration Officer was at risk and that it may be left to local Parish Councils to complete projects.
The library in Millom to remain open with reduced hours. Community Services officers to do activities away from the library and outreach work.
- An email had been received re Community Waste Prevention Fund. Grants were available for schemes. Application closing date 19th February
- Cllr Gray sought permission to undertake some remedial clearing and tidy up work on the footpath passing East View.
89/15 COUINCILLOR MATTERS
- Cllr Gray had undertaken an Asset inspection this to be discussed at next meeting
